The congressman chaired the House Foreign Affairs Committee and was influential in various international and domestic policy matters. He was known as a strong supporter of Israel and was among the early lawmakers to advocate for U.S. military intervention during the Kosovo conflict in the 1990s. He also participated in the 2019–2020 impeachment inquiry into then-President Donald Trump.
