Chapter 4 - Pier 42

At 11:45 p.m., a freezing fog rolled off the waters of the Chesapeake Bay, blanketed the concrete shipping docks of Pier 42 at the Port of Baltimore. Heavy industrial cranes loomed over stacks of rusting shipping containers like giant iron skeletons in the mist.
A single black Mercedes-Maybach pulled onto the deserted pier, its headlights slicing through the darkness before clicking off.
Inside the car sat Ryan Vance, dressed in an expensive black wool overcoat, holding a metallic briefcase containing a decoy flash drive he had prepared earlier that evening. Beside him sat his attorney, Arthur Sterling, who was nervously watching the digital clock on the dashboard.
"Are you sure this is safe, Ryan?" Sterling asked, wiping sweat from his forehead. "If the FBI discovers you're selling military-grade IP to an unregistered foreign agent—"
"Shut up, Arthur," Ryan snapped, adjusting his leather gloves. "The police think this is a domestic assault case between me and a crazy old woman. Once this wire clears at midnight, forty-five million dollars drops into my account in Zurich. By six o'clock tomorrow morning, I'll be on a private flight to South America, and Kelsey can spend the rest of her life paying off my legal fees."
A loud, heavy engine echoed across the pier.
A dark silver SUV pulled up thirty yards away. The doors opened, and Viktor Brandt stepped out, flanked by two broad-shouldered bodyguards carrying concealed firearms.
Ryan grabbed his briefcase, opened his car door, and stepped onto the wet asphalt, a smug, arrogant smile plastered across his face.
"Mr. Brandt!" Ryan called out, walking forward with complete confidence. "You're right on time. I have the complete technical archives right here."
Viktor Brandt stood motionless in the fog, his hands tucked into his trench coat pockets, his face shadowed.
"Do you have the access code for the encrypted drive, Mr. Vance?" Brandt asked in a deep, accented voice.
"I have everything," Ryan bragged, patting the briefcase. "Forty-five million, as agreed. Transfer the funds to the Panama account, and the drive is yours."
Before Brandt could speak, the bright, blinding glare of three massive floodlights erupted from the top of the surrounding shipping containers, illuminating the entire pier in daylight-bright illumination.
WOOOO-WOOOO-WOOOO!
The thunderous, deafening wail of federal tactical sirens shattered the night air.
Six black armored FBI tactical vehicles surged out from behind the shipping containers, blocking off every escape route on the pier. Dozens of heavily armed FBI HRT agents clad in full combat gear leaped from the vehicles, their rifle lasers painting red target dots across Ryan’s chest and arms.
"FEDERAL AGENTS! DROP YOUR WEAPONS! GET ON THE GROUND IMMEDIATELY!" a voice boomed over a loudspeaker.
Viktor Brandt and his two bodyguards instantly dropped to their knees, raising their hands in the air without resistance. Arthur Sterling scrambled out of the Maybach, dropping his briefcase and collapsing face-first onto the wet concrete, screaming for mercy.
Ryan stood frozen in the center of the pier, his eyes wide with absolute, blind terror, the metallic briefcase slipping from his gloved hands and clattering against the asphalt.
A sleek black military SUV pulled up to the front of the blockade.
The passenger door opened, and I stepped out onto the pier, wearing my full dress military uniform, my polished leather boots clicking against the wet ground. Beside me walked Assistant United States Attorney David Miller and federal agents from the Counterintelligence Division.
Ryan stared at me, his jaw trembling, his face completely bloodless.
"Kelsey...?" he gasped, taking an instinctive step backward. "Kelsey... what... what is this?!"
I stopped ten feet away from him, my hands folded calmly behind my back, looking at him with the cold, detached disgust one reserves for a stepping on a insect.
"Ryan Vance," Attorney David Miller announced, pulling an official federal arrest warrant from his coat. "You are under arrest for treason, theft of classified defense technology, espionage, wire fraud, and attempted murder of a witness."
"No! No! This is a mistake!" Ryan shrieked, his voice turning shrill and hysterical as two tactical agents grabbed his arms, forcing him down onto his knees on the freezing asphalt. "Kelsey! Tell them! I'm your husband! I love you! I did this for us! We were going to be rich!"
I stepped closer, kneeling down so my face was level with his terrified, crying eyes.
"You didn't do this for us, Ryan," I whispered, my voice carrying over the sound of the ocean waves crashing against the pier. "You did this because you're a weak, pathetic coward who thought he could beat an old woman with a bat and walk away with a fortune."
I reached into my coat pocket, pulled out the clear plastic evidence bag containing the gold-rimmed shard of my mother's glasses, and dropped it onto the wet ground right in front of his face.

"My mother survived, Ryan," I told him softly. "And she's going to be sitting in the front row of the courtroom when they sentence you to life without parole in a federal penitentiary."
Ryan let out a desperate, hopeless sob, his face falling into the cold wet ground as the tactical agents ratcheted cold steel handcuffs tightly around his wrists.
